If everyone worked for nothing, would the Government be bankrupt?

I just had this thought of utopia, where banks and government cannot exist. Their purpose becomes redundant. Leeches on society would have to find something better to do in order to justify their salaries which would not be able to buy anything. I'm sure that the inland revenue would come up with some way of ensuring that a taxable amount is due, but how would they collect it if nobody did any banking or had any money?
