If I underpay on postage, will my mail still be delivered to the person it is sent to?

I sell a lot of things on ebay, like videogames. I usually just throw on a bunch of regular stamps onto the package, about $1.50-$2.00 worth. However...if I underpay and there is not enough postage, will the recipient still receive the package...? How does this work?
