if a company fails to turn up on a pre arranged date to do a job are you entitled to withhold part payment?

a company recently agreed a date to fit some gear in our house, we waited all morning but the company failed to turn up, but phoned at 12 o`clock to say they were not coming, a full 4 hour after the agreed arrival time.
